I would say yes because it reduces the Attack Cost of whatever weapon your using by one. You have 10 Action Points (AP) to use when you're attacking a monster on each attack, so if you have a sword that costs 4 points to attack you get 2 attacks (8 AP) with 2 AP left over that you can't use. If you have the Jewel of Fallhaven (JoF) it makes your attack cost 3 giving you 3 attacks (9 AP) with one AP left over. That extra attack could be the difference between success and failure with your attack.

The problem with the JoF is that's it's so valuable nobody plays with any other necklace. :roll:
Other than one you can get from a quest that is, which also lowers your attack cost by 1
Tip: get both levels of Combat Speed as soon as you can , because then you have 12AP, so with the JoF, 4 attacks per round.

I agree 100%. So unless a non-necklace comes along with -1AP, or we make it so much harder to get that it becomes worthwhile getting another necklace to use in the meantime instead of just saving up for this one, we're stuck with it.

I don't believe that it was understood just how powerful it is when it was placed in that shop originally.

That can't ever happen, and would not solve the problem anyway. Everyone would wear the necklace and the non-necklace item and get -2 attack cost. You could get 12 attacks per round with the QSD :shock:

Yes, that would work. It's a good idea. Then users could pick which item they want to use to lower attack cost, but there would never be any benefit to wearing more than one.

That's the idea, yes. There's a precedent for a wearable-item-endowed actor condition that has a similar but not identical one actor condition granted otherwise. In this case, -1AP vs speed, which grants extra AP. Which could be compared with Shadow Regeration vs Sustenance , or vs regular regeneration.
