Quick questions about the skill:

1. Does it increase the block chance of *all* gear worn (gloves, hats, boots, etc) or is it literally just armor? I would assume it increases *everything*, but wanted to clarify

2. Does it have any effect on gear that imparts a *penalty* to one's block chance?
