Is the block chance actually a pure % chance?
I managed to get 100% block chance on the character screen, but am still being hit by creatures in combat.

No, the block chance is also affected by the attack chance of the monster.
Roughly speaking, you take the attacker's attack chance and subtract the defender's block chance to get the resulting "to hit" chance.
