If you visit Bjorgur's family tomb before you talk to Bjorgur or Fulus, you will find it already looted.

'The lack of dust looks distinctly dagger-shaped. There must have been a dagger here earlier that someone removed.'

If you then go and speak with either/both of Bjorgur or Fulus, the dagger and the looter will not return, so you cannot finish the quest.

Hmmm. I tried this with a different character, and the graverobber was in the tomb. I wonder what made the other time different?

never seen this before & i've been there with many - many - many new characters...

I just got up the mountain with a fresh build and cannot reproduce this at all.

1) You entered the room (before activating the quest)
2) You went to activate the quest in town
3) You went back to the cave and discovered the blade and robber missing?
