Quest activation

This isn't quite a bug

Taste is Everything quest

This quest can be started without any interaction from the people who need the help to cure their food poisoning

Like how does the player know to ask Tharal if he has anything to help with food poisoning if the player has no idea that someone is in need of that kind of medicine?

Is there a way to make it so this option doesn't come up unless you have already spoken to someone who tells you that they need it?

Good one.
The hero is asking this to the priest in Crossglen and then just go to the potion maker in Fallhaven for more info.
Some NPC should warn the hero from eating raw meat/fish and then the hero asks why, then get's the info about the food poisoning and to ask potion-sellers for help.

Maybe Mikhail should tell you. When he sends you to kill the garden rats, he let's you know that resting on the bed will heal you. He could also mention that healing also comes from food, but warn you that raw meat can sometimes make you sick, though it's much cheaper than the cooked meat. He could even point you to the priest of you take that chance but get sick.

Perfect! That would give players a little more information about how food works in the game plus would give them a reason t bring up the antidote for food poisoning when they first go into the tavern in Crossglen.

Real easy fix!

I kept my mouth shut because I couldn't see a good way to fix this. Tomcat's suggestion would certainly work though. I put it on the (ever expanding) to-do list.
