True.

Is there any bonus to punching someone with heavy gloves but no weapon? I think not, and probably not worth fixing, but it would be realistic.

I am not against any actor conditions on gear other than weapons and shields, only that the number of offensive conditions should be limited. I wouldn't change what we have, I would just think very hard about the consequences of adding any other one (i.e. individually, not that I would absolutely not add anymore).

An option could be to put these on armor pieces of a different category, so you can use both, but you'll miss on the proficiency for example.

That's an interesting idea. Item categories for which there is no proficiency skill available, but there are other benefits.

what if you could learn a skill or get an actor condition bonus by completing a quest? similar to how we get the armor and weapon proficencies now.
Again, make it limited to being able only to do it to one type of weapon (1 handed vs 2 handed for example) or armor (light vs heavy)

A bonus on the weapon? The way the game is structured right now, modifying items is hard. The droplists are hard coded, so the only way I know of modifying an item is via a quest reward (which has been done; e.g. Remgard). I don't know if there's any other way to do it.

I still think that it would be fun to have a "Fear", or "Dazed" (or any other actor condition) item set similar to the Blackwater set, except that the actor condition effects the NPC.

Look, the bottom line is that this game needs an overarching balancing anyhow, so I say to those who argue that such a set would be overpowered: big deal. That can be addressed without too much effort.

A set is certainly possible. Make the probability of getting the effect small for each item. Only having one item wold not be useless, but it would not do much. The more items, the better it gets, and if you have all of them the chance of fear is reasonable (say 25-30%).

The danger is in creating a large number of such items that all have a reasonable chance on their own. Then if you have all of them the chance of inflicting the condition becomes very high. To some extent that could be balanced by nerfing the items other stats, but unless the other stats are really horrible there's only so much you can do that way.
