Hats

okay so one of the three equipment things that are lacking are Hats.
LET'S DO THIS! (mortal kombat themes.permiates the air)
First idea.

These hats are OP imho... The ones that effect AP would be too powerful in game when combined with the Jewel of Fallhaven.

As Pyro notes, anything that changes action points, attack cost, move cost, etc, has to be very carefully evaluated in terms of what's already in the game. These stats change the balance of the game far more than any others do.
What do you mean by EXP? It is not possible for items to change experience.

OP? Well, not really. Except for the one with the -AP.
I wouldn't touch a single one of these with a ten foot pole.

What do you intend that to do? Lower a players action points? Or lower a cost (e.g. attack cost)?
