I think it is a belt with elastic wires attached, one end to the belt, the other to the wall.
You use it to push hard on your legs, like rugby or us football players.

good work dude.technically it can be used with dumbbells or barbells
Its called a bicep isolator it fits across the chest and under the back of the arms
used to stop sloppy form and for maximum muscle gains. even comes in pink aye msp?
