Does lvl 2 of Dual wield fighting style has any experience level requirement?

I have a new build at lvl 16. I've got one skill to spend now. I'm aiming to make this character a dual wielder as early as possible.
When I checkout the description for the skill "Fighting Style: Dual Wield" I see that it requires lvl 15 at least. And it offers overall two skill levels to upgrade to.

So on lvl 16 I can get lvl1 of DW. What I want to know is, can I get second DW skill on experience lvl 20 or not? That is to say, is there a higher experience lvl requirement for level 2 of DW or not?

I'm asking this because if I can't get another DW skill at lvl 20, than I would defer spending skills on DW at this stage now and prioritize something else.

I couldn't find skill related information on AT Directory, and searching the forums for a specific query is not easy, hence, asking this here.
