I can't remember what the quest is called, but it starts off in your home town in the tavern. Talk to the guy in the blue robe and he asks for some poison glands, which starts you off to being accepted in the thieves guild.

That rings a bell from the first time I did this but now he only offers trade. Even started a fresh dude but nothing bar trade. Starting to look like a bug or perhaps a feature :-)

gruil, the man in blue, wont give you the poison gland quest until someone else suggests that you talk to him. i believe its the man in the upper-left room, if not it's the priest or the guy by the bed.
anyway, not a bug - talk to everyone.
more than once too, it's always a good idea.
