Problem with "Trusting an Outsider" quest

Yes, this is a double post. I want Zurls to get a notification of an answer though, so I guess you are just going to have to beat me

When I load your save game I see that the status of Spies in the foam is "In progress". It says "Jolnor in Vilegard chapel tells me of a guard outside the Foaming Flask tavern, that he thinks is a spy for the Feygard royal guard. He wants me to make the guard disappear, in any way that I see fit. The tavern should be just north of Vilegard."

Edit: I've just realized that because of the way the board works Zurls will not get a notification of a new reply anyway. My defense is that I tried

But when I go to Completed Quests in the game it shows Spies in the Foam as completed. The text under says:

I have convinced the guard outside the Foaming Flask tavern to leave after his shift ends.

I have told Jolnor that the guard is now gone.

Is that a glitch?

I just talked to Jolnor for the 40th time and suddenly this time when I asked about the 3 tasks he thanked me and completed the Trusting an Outsider quest! Absolutely bizarre, but I damn glad I don't need to tread water any more. Thanks so much for your help.
