arghes must be in remguard tavern. and I don't remember him to deny trading except he deny to share the info he have atm.
are you sure you aren't confusing arghes with someone else?

actually there are two NPCs with similar names Arghes in remguard tavern and Arghest in prim mine who is a part of the quest well rested.

but Arghes is not releted to any quest. so you don't need to tell the quests.

That's what he said and there's no dialogue to choose
