The quest is well worth it!
It's fun when you know what's going on, frustrating when you don't. Which is the same story for quite a bit of this wonderful game...

I have seen him in crossglen and Blackwater, but can't seem to find him anywhere in remgard...

He'll always be in the same location in every city.
