Okay. You all were right. I wasn't finding the first one on the list above. Found him now. Sorry for the trouble and thank you sooo much.Its a good forum.

I can't find thieve from 4) location. South and west from Valcor.
Is this the same location where Unzel is?

Found him using the bestiary - Shady bandit.

I think you miss #2, not #4.

Exit the map south of Vacor to the south, you will find him in the SE corner of that map.

I know it's been years since this was answered, but this quest was difficult for me too. The fourth one I got is southwest in the trees. It is very easy to pass him up, but you will find him. Be patient and don't give up. I chose to Stop Vacor as the shadow churches were always helpful and I found him to be a bit crazy.
