Take a deep breath. Relax :D I wasn't proposing taking away the QSD of even nerfing it. What I meant was that if you take away most of the BC penalty of the QSD then it would be possible to dual wield them, with devastating effect. So devastating in fact that there wouldn't be any other weapon worth playing with. That could be fixed by, for example, moving 15% of the existing 20% BC penalty to a new (stackable) actor condition. Then it would be no worse than it is now. In fact slightly better.

I've put this on my to-do list. However, Zukero has not weighed in on this idea, and I am a junior member of the dev team, so no guarantees it will happen.

So if it has a big negative, then it gets a bigger improvement than if it has a small one?

Yes. If it has a negative block chance then 30% of the negative block chance would be removed for each skill level. The same for attack chance, although there are only two weapons in the game with a negative attack chance, and one of those is a scepter, so there's no proficiency skill.
