I think your problem is that you still can't talk to Minarra. You need to progress further on "The path is clear to me". I'm not sure of that though.

Ok, finally could finish this quest after that stupid bridge troll!
Those fixed orders can be crazy... is the code designed to prevent such things?

I'm not sure what you mean. It is true that some quests cannot be completed before you have finished others, if that's what you are asking.
