By accident I got Lleglaris' amulet early

Does that hinder mer doing his quest? If so, why not block the area. Only asking because I started over and explored and got it first. I haven't done the prim/bwm area yet so must I do those first as they were released

I did that once recently, and was oddly surprised that actually holding his amulet wasn't one of the ways you could convince him you were worth asking for help finding it. (Maybe this should change?) But as Schmiirc says, you can still fulfill the quest once you get his attention.
