How can someone equip this if it has 14AP?

There is gear that lowers your attack ap by one. And gear that raises your AP

Yes, it is possible to use it. Not very practical though. It's meant as a curiosity.

Necklace of Marrowtaint lowers your attack by one AP, as well as the Jewel of Fallhaven.But the Flail basically a trophy.

What do you mean? The flail is a weapon.

There is a skill that can raise your AP by 2 (2 skill levels). That is "Combat Speed". Some potions will also raise your AP temporarily.

I don't know of any gear that raise your max AP. Most just affect the usage. (Use more AP while attacking, Use less when walking)

To use the flail you need both levels of combat speed, one of the two necklaces, and a potion. Like I said, possible, but not very practical.

My flail is sitting in the basket in Mikhail's house, along with another bunch things I don't need.
