On hit vs. When hitting target

I just realize the two different wording in actor conditions: ON HIT, and WHEN HITTING TARGET. Anyone can explain what's the different between the two?

"On Hit" is a property o a weapon, not the condition. Where do you see "When hitting target"?

Ok, so I just checked, somehow I don't see "On hit" conditions any longer in the game, while my notes shows "On hit" for some items. However, I may have compiled my notes from the outdated AT Directory. So, either it was old wording in the game that has been changed, or that AT Directory has used the wrong wording, which I copied to my notes.

"On hit" is what is used internally in the game. The Andor's Trail directory does show it that way.
