Spies in the Foam guard not appearing

After going to Vileguard and getting all the related quests, I finished the two townspeople quests but for some reason cannot find the guard in front the tavern. Is there anything I have to do to get him to appear?

I meant the other two subquests as part of Trusting an Outsider. I completed Kaori's Errands and Uncertain Cause. However I can't seem to progress through the Spies in the Foam quest past where Jolnor tells me to go to the Foaming Flask tavern and look for the Feyguard royal guard in front of the building.

I checked, and I can't see any reason he would not be there. He should be standing against the wall, between some barrels and a table.

I did quest line about two years ago on an old save, just got a new phone so started over.

Did you talk to the guard before, and persuade him to go inside the tavern?

I haven't. He just never appeared for me. He would still spawn right where I'm at, right?

Did you encounter the Feygard patrol on that map?

I have not. Is there anything I have to do to trigger that?

That is triggered by chance. But looking at it again, I don't think it can cause this.
Nut sent you a PM asking for the savegame. We could really use that at this point.
