Critical hits not happening often enough..?

EDIT: It looks like some of the enemies I was grinding were immune to criticals. I simply cannot find a way to delete this post. Is there a way?

I can't help feeling I'm not getting as many critical hits as I should. In the overview I see an effective critical chance of 27%. I'm using the Robe of the Sublimate which has a 20% chance of causing confusion when hit. In the combat log I see right now seven entries where the enemy is affected by confusion, but only three critical hits..

What gives ?

No, you cannot delete a post. I could, but I am not inclined to do so because your second point is one that is worth addressing

Nothing, other than chance. Unless you log every critical hit and every case of confusion, over a prolonged period of time, and then do a statistical analysis, you are vulnerable to the vagaries of chance.
