Rothror’s Ring upgrades?

In GRyunmar Castle resides rusty repairer Rothror the rare ring runt.
I have no Legendary rings (not for lack of trying), but have run round the map getting him all the rings I can get my hands on, tried selling him my extraordinary rings and bonemeal potions including the new bone ring and /3 Dr ring
from stockford

Am I missing something, is it ONLY for legendary rings, or is this just unfinished content?

You need a Ring of Lesser Shadow. What will happen then is for you to find out.
Only one thing: If you do this during the "Roses" quest, you will get additional dialogue after you finish it.
You won't lose the ROLS forever!!!

It was really bugging me, hopefully this should be helpful to others too as I doubt I will be the last person to get hung up on this.
