Bark Skin bug

I'm having an issue where I meet the level 10 prerequisite and the 15% block chance but unable to select it. Are the prerequisites not right or is the skill itself bugged?

The 15 BC must be base stats, which means not including anything from gear. You can look at your base stats on the overview tab.
