Fallhaven missing old man bug

So... I started a new character, and then when I went to Fallhaven I can't find the old man, it never happened before.
Reloading save files, restarting the game, and taking a rest don't work at all, what happened?

Is the old man also missing in an old savegame of a former character?

No, the old man exists in all other savegames

Oops sorry I just restarted a new one, I should have saved it for game improvement I guess
