Photoshop, using layers I think, I don't know any more, I've never managed to work out layers and rarely use Photoshop at all now. There are much simpler graphics programmes that serve all my photo editing needs.

Wow, that's big news. There must be many other "Photobucket" types, but I just hope isn't the start of a trend.

Right click pic, open with, paint, home tab, resize to 90x90, save as, Jpeg b/c it has to be less than 8 kb, save. Done.
Either that or just open the original file with the avatar editor and resize online then download the new resized image to your device.

I did mine just on my phone but I'd probably manage better on the laptop

You could just draw the image you desire and take a picture. Then resize and use

If you have it in jpeg format, you can't. jpeg does not support a transparent background.
