There are stickies at the top of this forum my friend that pretty much have answers to all the area quests ;)

However you must complete the quest Trusting an Outsider first in order for the priest to provide the next clues for getting bonemeal available.

IMO
quest is Dissallowed substance and it starts in Crossglen. After completed this one you get bonemeal

Ummm not true,
The quest starts in Crossglen, and continues in Fallhaven.

Speak to everyone and bribe ppl with things they ask for.
