Are you asking for the requirements to start it, or to continue pas some particular point in the quest?

There is another quest, in another part of the world, that you need to complete first.

I was hoping you would explore the world and figure that out for yourself. If you look at the sticky posts in "Game related questions" (https://andorstrail.com/viewforum.php?f=12). There is information about all quests up to release 0.7.1. The most recent ones have not been added yet, but the one you need is not one of those.
