Bug or did something change?
After killing Harlenn and his 3 guards, I was able to kill the Thordna's guard. Hence there is no need for the forged document. I don't recall ever having that option in the past.

I would have to check, but if it was changed it was by mistake. Ian was trying out some changes with the BWM quests, but I thought all those changes were reverted.

Got the same thing. Once Harlenn dies, I can kill the guard...and I found out after I received the forged documents and came back to Blackwater. So handing over the documents wasn't an option at all.
Brand new character...got nothing atm
