With my new character, to complete "Spies in the Foam", I kept trying to select the right dicussion thread to be able to attack the guard. I'm glad I did, becuase once dead, he gave decent exp, and a couple of items. Nice.

her house is in the north of vilguard you need to talk to her and bring ten bonemeal potions.

It's a quest . Did you do disallowed substance? If not you can't do it.
