How Can I Get Valugha's Shimmering Hat?

The directory shows two sources of Valugha's Shimmering Hat. One is Plaguestrider Master and other is Halvor. How can I get it from Halvor?

You need to have a certain item with you and give it to him when you meet him near Remgard.

I just fed him the rarest and most expensive healing potion. That's the only item he needed except bones.

Most people don't have this item by the time they meet him here so most people don't find this

I decided to get those after you told me. I only keep cooked meat and regular potions with myself for healing. Bonemeal is healing and Lodar's potions are expensive. Plus I have a bad habit of deleting my progress after each major update and starting the game afresh so I never have enough gold either. So I never got those potions.
