Easier to have another potion maker some place else, like Mt Galmore, Nor City, Bright port, some remote cave hermit or some other place the devs will pleasantly surprise us with. Less riskier than tweaking existing NPCs.

That is too close to magic and hence it won't happen. No magic in AT.
