I am confused about the Shadow and gods

Is Ulirfendor still considered one of the Kazaul people? Or was it decided that that did not make sense?

It hasn't been decided. Ulifendor, like much in the game, was created before any of the current dev team got involved. So we don't know what the intent of the creator was. It's one of many loose ends we need to tie up somehow.

Do you have a list of those loose ends written up somewhere?

We have no such list. Some are obvious, like quests that can't be completed yet, or paths that just stop at the border of the map.
Others are very subtle. Like in a book or movie there will be many things that could lead to another story but never does. Impossible to list.

Now that you mention it, it may be worth to get at least a rough idea of those loose ends. I personally track some, including Ulirfendor's, which is more a scholar of Kazaul than a human serving the Kazaul.
