You have plenty of work to do before you can come back to this quest.

I Also have this problem. I already have made all the works for the thieves guild, and apparently I am in the guild. But he wont talk to me.

You have to talk to Troublemaker before Dunla. Even then, you have work to do for the beer quest before Dunla will discuss it

You need to have completed immaculate kidnapping, ruthless crackshot before you are officially a member of the thieves Guild.
So these are all prerequisites to completing the beer bootlegging quest

hi, i wanna ask about the ending of the quest. Should i choose to betray the thieves guide or lie the feygard guard? What did you guys choose? Can i have some advices?
