You mean Sullengard? If so, then there are no "conditions" required to get there.

That said, it's a bit of a challenging road to Sullengard before level 50, and almost impossible before level 40. Perhaps that's what @WogWolf meant by "conditions" (?)

What you are talking about is not Sullengard. That's the Haunted Forest.

Go to Vilegard first and you will find your way

how to find Emmeline during the quest "The Wicked Witch"? she should appear behind the house, but why isn’t she? What am I doing wrong?

Depending on what you did with the witch Emmeline may or may not show up. And if you made the right choice it will take time for her to show up. You need to walk away and come back later

I backed away from the witch. I did not wish to kill her to complete the quest. How do I make Emeline show up? I left, slept in many beds, and no emmiline. Please assist.
