I have posted this in the past elsewhere, I would include amount of monsters of that type already killed in the calculation of the drop chance. Say the chance is 1:10.000, you have killed 500 of them already, chance is now 1:9.500. It will take 5.000 kills on average this way, if you want to make 10.000 the average, start with 1:20.000. Either way you're guaranteed the drop. Of course it would then start dropping them all the time when you have killed a lot of monsters, but you could probably implement a check on having the item equiped or in inventory or simply don't drop after 10.000/20.000 kills or stop dropping after you have gotten one.
