I agree they are unbalanced, however I have a less complicated way of looking at it:
WA is equivalent to 2 2/5 levels
HH is equivalent to 1 level
Dodge is equivalent to 3 levels.
So if your going to use skill points to raise your base stats, the best one is Dodge, and use level ups for the rest. (unless your going heavy hitter!)

For just leveling up, Hard Hit is the least valuable because you don't get any extra boost from the skill. Weapon Accuracy and Dodge are good because you can boost AC & BC and not have to grind as much if you just used the regular level ups. But Hard Hit and Weapon Accuracy are also requirements for Cleave, which I have found to be very helpful. So I think that's where the value of hard hit comes in.

...still think they are pretty pointless unless you are getting them for a better skill...
Taunt requires 4 SPs in Dodge skill, I am not willing to waste 20 levels worth of gameplay (in total) to get the requirements and the Taunt skill.
My build in use right now: (Pyro Jr)
Lvl 2: Combat Speed
Lvl 2: Corpse Eater (YUM YUM)
Lvl 5: Increased Fortitude
Lvl 4: Evasion
Lvl 2: Regeneration
1 SP still unused,
They are pretty pointless IMO.

Taunt requires 4 SPs in Dodge skill, I am not willing to waste 20 levels worth of gameplay (in total) to get the requirements and the Taunt skill.
My build in use right now: (Pyro Jr)

it could possibly change the way that skills are implemented...
don't get too wrapped up in the details yet,
we still hafta work out the details!
basically, every four levels...
you get two types of skill points.
(and you get to spend them in two different categories)

The benefit of using a skill is that the changes will be effective at once instead of having to wait for the single level ups.
What is the exact difference between base stats and actual stats? Are base stats only effective when it comes to evaluating if you can learn a skill?
