As far as getting locked up, maybe if you get busted, instead of being jailed for x amount of turns, you just wake up in the jail ( like when you die and end up back home ) but instead of xp loss, your bonemeal is gone, but you may leave your cell and re- up your forbidden potions ( shhhh )

You could wake up in jail and have to bribe the guard to let you back out again (the price depends on how many BMPs you were busted with)

Or maybe the church gets busted and he grasses you up?

As a quest you'd need to find a new source of bonemeal.

Carrying bonemeal in Feygard should be dangerous. If you talk to guards in Feygard while you carry bonemeal, they will find it. If you use it in town, they will come for you.

An arrest could be a start of a quest. If you get busted carrying bonemeal, you go to jail and get taken away all your belongings. But there must be a way to get out of jail.

-break out with the help of other inmates (many people in one cell, find the right person to partner with you), attack the guards and get your equipment back. Would result in open opposition to Lord Geomyr.

-get freed by the thieves guild. -agree to act as a spy for Feygard. Rat out your sources, kill some pro-shadow people.

A point that needs to be made clear is how conflict with Feygard is managed. Will there be a way to kill guards, and what consequences will there be? Do they need to catch you in the act of killing, will there be a "wanted" status or actor condition? This could have a huge impact on later parts of the game.

How about:
- some sneaking and fake costume and you can sneak in, maby thieves guild can help you ?
- When carryin illegal stuff, there are chance to be caught. Then some choice,
pay a fine and give up the illegal goods, try to runn (and get actor condition Wanted), try to bribe (too less and get busted or start fight), start fight (win and get conditition Wanted, lose and instead of being killed wake up in prison without any items).
