You could try finishing one of the other quests I suggested. Maybe this will work.

I can confirm that other quests on your list do qualify. The loneford mystery did not.

by the feygard officer, you mean the one of the two guys on the same road of the charwood cabin?

I had the same problem, but I didn't inform them(rather, I completely forgot about those guys.. all they wanted was shooing me off..)

I'm talking about the kuldan present in loneford inn and buceth is in loneford chapel (unless you havn't killed him).

Alright here is the final list of what you have to do for convincing Lleglaris you are a true adventurer. Btw, sometimes a quick look in the Content Editor helps a lot.

toszylae:70 Finish "An involuntary carrier" by killing the Toszylae and talking to Ulirfendor about that deed.
loneford:54 Finish "Flows through the veins" by reaching this sentence in the quest log: "I have given the vial that Buceth had on him to Kuldan, the guard captain in Loneford."
prim_hunt:240 Finish "Clouded intent" by gaining the trust of the Prim. (Kill Harlenn.)
bwm_agent:240 Finish "The agent and the beast" by gaining the trust of the Blackwater Mountain Settlement. (Kill Guthbered.)
Acquire Marrowtaint (wear the item while talking to Lleglaris)
Acquire Ring of Lesser Shadow (wear the item while talking to Lleglaris)

But to inform you again, in the upcoming version (v.0.7.2) you don't need to finish any quests to obtain his task.

Why? I like this bit.

I'd just make it a bit more obvious. Like have him say "come back when you've done something worthy". And maybe have him tell you something that you need in order to get his amulet. I was a bit confused because I already had it.

Is Llegaris pronounced in Welsh? Phlegm(hle)-egg-ah-rith?
