This is a known problem, and there are plans to fix it. Not in the next release though. The project is not far enough along.

Not meaningless, but harder to calculate, and compensate for, yes. A lot of work has actually been done on this, but it is, as you say, a tough nut to crack, so there's more to be done.

Honestly, the earlier the better. If AT becomes more advanced and the player-base increases (especially from other countries) they might be disheartened by such an overhaul. Asap, you know?
