Good question. ElyR is on the mountainside, but does that associate either town with the Elytharans? Neither seems particularly connected to either Feygard or Shadow to me, so perhaps. Throdna being anti-Kazaul would fit with his town being Elytharan, since they were the ones who overthrew Kazaul long ago.

How do you indicate this? They are opposing Kazaul, but do they know about it related to Shadow, or are they related? Secondly, they are looking for ritual of the shadow, which we don't know what for, do we?

Ulirfendor seems to be opposing Kazaul too, but he is a friend of a priest of the Shadow, Talion in Loneford. Moreover, Ulirfendor gives blessing of the shadow at the end of "Dark Protector" quest. One of his line is "By the Shadow, I will stop you. Whatever it takes. You will not live to see the next day!" which seems to show him siding with the Shadow.

Thus, I don't think we can conclude the Blackwater conclave is Elytharan just because they are opposing Kazaul, no?
If I am not mistaken, the fact that the Shadow cult is descendant of Kazaul cult is simply lost to the people of the current age. Am I right?

Yes, that's right.
But the Elytharans remember.

Maybe at some point you get the answer to that question. Not here or now though ;)

Is that the one used by the current dev team?

Mostly, although we reserve the right to deviate from it.

Wow, I forgot I created this thread a long time ago.

A curious development from the recent quests. General Ortholion showed up in Prim and instilled his authority there. However, when he visited Blackwater, we didn't see the same power drama going on there. We didn't even see any scene showing the general facing/talking to BW's guards or authority. I wonder why...

Because that is a lot of work for the author of the quest for very little gain.

Or because Harlenn is already some kind of Feygard ally?
