alright then the first message wasn't a bug but there's another one if you do the bonemeal quest after thife apprentice you still have the dialogue of getting the bandage available

This is an example of why I like to block the start of the entire quest when there's a prerequisite quest. Allowing a player to start a quest that has a prerequisite quest and then you run into cascading issues like this. It's a fair amount of work for the developer protect against these issues. So much easier to block the entire quest until the prerequisite is done.
But on the flip side, in this particular example, it's not really a solid prerequisite as you can get around it by letting the thief die. But as you already pointed out, it raises a whole bunch of questions.
