Weird... Nyktos is typically right, but I can confirm this one...
in this quest log there are no mention of Minarra. Minarra is part of some another quest.
True, she's not mentioned in the quest log by name. But I couldn't complete the quest until I'd talked to her and asked her about it.

I also got stuck by the bridge troll and had this quest open FOREVER. I finished her quest and then was immediately able to finish the plague quest after speaking to her again and asking her about the plague.
