Quests can be created with a special software ATCS that does not requiere programming skills. A quest related to a cook sounds interesting. But a new skill would need some programming. Should the skill prevent meat from rotting?

Salted meat, no rotting. But gives you a thirsty effect.

Then you have to define what Thirsty does to you (reduce what stats?), and whether you want just anything to drink to cure it.
