First, congrats on getting your RoL.
Second, but 0.02% is double 0.01%. It is 0.0002, which is 1/5000 rather than 0.0001, which is 1/10,000. Therefore, the number of marker items should indeed be cut in half. Each additional skillpoint adds the same absolute amount, but since it is now adding it to a larger number, it has a smaller relative effect. Thus, it takes 4 more sp (total of 6) to double the 0.02% to 0.04%, and 8 more (=14) to double that to 0.08%. I believe Pyrizzle was right, or that is what I get from Samuel's table.

There is absolutely no debating that. I am just saying what is easy to get is most likely not worth getting. This RoL is difficult to loot for a reason. Oskar has made us work for the great items.

i moved on for a bit and i am currently looking for the Elyr, I am hoping it will come soon so i can return for the Rol (which i would probably use more than the Elyr).

It is so interesting how over the last month my thoughts and opinions of the ELyR & RoL and which is better has done a complete 180° turn. 4 months ago I loved the ELyR, now I don't see myself ever using it. In fact, shortly after I got one I abandoned it and went back to the Flagship's pride until the DoSP was gained. Now its all about the RoL.

Your luck could be worse. At this time i have passed the markers for 2 of the 3 Legendary items and currently i only own 1 legendary item.

Rols = just shy of 4k, 3k w/ lvl 0 MF no ring, A lil less than 1k with MF 2 (GOT ONE)
Elyr = 735/500 without a drop, i have collected 32 more with MF 2
RoL = (w/ MF 2)120 but i decided to take a break for a second.

I may be the first person to pass all the markers w/o getting the drop. hahahahhaa but this isnt stopping me now.
