Extraordinary and legendary items

can anybody tell me what do "measure items" have to do with acquiring legendary/extraordinary items. i don't know if this is already answered in any post. thanks in advance.

i.e

Measure items simply tell you how close you are to acquiring an E or L item as the amount of a measure item say 2500 is roughly the equivalent of 1 legendary item. This is all just estimate, could be less or more as looting a L or E item is purely the roll of the dice. View page one of this subject. Samuel did a wonderful job detailing this topic.

Been playing a lot this Thanksgiving weekend (4 days off in the USA), even though I'm visiting friends, I was able to find pockets of time here and there to play, including at the airport and on the plane. While waiting for my smoothie at Jamba Juice I managed to get myself a Shadow Fang. Tried it out and immediately gave myself Fatigue... I guess my level 1 of Enduring Body wasn't enough to resist, or the weapon isn't affected by it?

Maybe later on down the line, I'll get to the max of level 7 for enduring body and see if I can use the ShaF without getting fatigued. Or it could be a good challenge against weaker creatures if I risk getting fatigued.

Has anyone found the ring of lesser Shadow yet?
