Alright, what's step 1?

Well, I would start a chart on paper, yes PAPER! Chart all of the great positives and negatives about the combat system. Mark what you want to keep, what you want to change. Also, write the ideas for changing combat. After you are done figuring out what to keep and what to throw away, start sifting through the ideas to see what you want to add now, add later, or throw away altogether.

That's where I would start as step 1.
