Is nor city, vilegard? Do I have to go through blackwater to get to other cities? I just keep reaching dead ends.

as it updates, the roads will open & cities will awaken.

You most defiantly can get to Vilegard and no you do not have to go through Blackwater Mountain to get there.

What I meant to say is, is nor city actually vilegard? (Prob not) I have not been able. To get to nor city following the road signs. It seems also that a whole new set of quests/ gameplay would open up when I be through the bw cave/mountain. Normally i would figure this out for myself,but being a game in progress...just checking on dead ends.

I have read about others completing quests in areas I can not seem to get to or find

Vilgard is west of where nor city will be.

Still can't goto the southern cities. Is loneford accessible?

The only southern(from the perspective of crossglen) city implemented is vilgard. Nor city is not built yet.
