They are all on the meadows around Tinlyn. Make sure not to stop where the roads cuts through. The area is limited by the river (north, west), wasp area, Loneford and the Foaming Flask Tavern ( or is it cross roads house?). It must be somewhere. I remember searching for quite some time, also.

When your in the tower, go up to the next map then right.
