new(?) house south of fallhaven

Hello,
I found this house today and I'm wondering if it's new house and if it's possible to enter.
When i try to enter it says "Some mysteriuos power prevents you from opening door".
It's probably just a house that i've forgot about but i want to be sure:)

Its new the white house can't be entered as of now
