Is there any disadvantage to not using skill points right away? I'm currently level 15 and just used my level12 skill point on Duel Wielding with the plan of using my level 16 skill point to level up Duel Wielding again.

It depends on what you plan to buy.
1 - For Increase Fortitude, not taking it asap makes you loose some benefits of it.
2 - For others, it just makes you weaker than you could be for the time you have spare skill points.
3 - However, in some occasions, keeping one for later can be helpful : many players keep their first SP from lv4 until they reach lv5, to get Increase Fortitude ASAP. Sounds a bit like what you did for Dual Wield.
Case #2 is the most common : no big deal.
Case #3 is less common, but can be put to good use.
Case #1 is limited to Increased Fortitude for now.

Another big one is not spending the skill point you gain at level 28 until you hit level 30 so you can spend it on Combat Speed (2) which requires level 30.

I'm saving skillpoints
from level 4 to get Increased foritudeon 5,
24 and 28 to get Dual Wield 2 and Combat Speed 2 on 30,
the one on 44 for level 45 specialisation Dual Wield
It makes me weaker from level 24-30 but on 30 im stronger for the coming levels.

I was looking around a little bit, couldn't really find the answers I was looking for.
When it comes to skill points, is there a way to reverse using a point? Also, what are some of the best builds? I like to theorycraft and plan out my skill and item builds ahead of time.

Skill Points: There is no way to reverse a skill point once you have spent it (Except for opening a save file from before you spent the point, which will cause you to loose all the progress you have made since that save file.)

SHOOT! Duel Wield 2 requires level 30. Did not realize that.
So, now what to spend level 16's skill point on...
Advice?
I see my options right now as Weapon Accuracy (mostly as a pre-req for Cleave. I already have Hard Hit 1)
Combat Speed, although it's not going to do me any good right now.
Increased Fortitude (yes I know, I should have taken it at level 5. I didn't)
Or another level in Hard Hit.
I'm currently getting 3 attacks per round (Dagger plus Jewel of Fallhaven). My build is mainly focused on getting in as many attacks per round as possible. ie kill them before they can hit me. I have very little interest in defense. I've been spending most of my level ups on AD.

Combat speed. That and if should be your main priority

I personally will only spend skill points on Increased Fortitude and Combat speed. Other than those 2 i just let them build up.
Some advantages:
Waiting til lvl 5 to invest your first skill point in I.F. (You'll have one more HP)
Waiting to get 2 lvls in Combat speed (Depending on your weapon you can get an extra attack per round)
Waiting to get duel wield until you are able to max it out (Biggest Boost for your investment)
